AIDS Counselling Trust—ACT is inviting suitably qualified, experienced, passionate, and hardworking individuals to apply for the following positions. The successful candidate will be employed on a fixed term contract of 12 months. Continuity of employment will be based on satisfactory performance and availability of funding.
1; Monitoring Evaluation, Reporting, and Learning Officer.
Reporting to the Activity Manager, the MERL will be responsible for data collection in the field, all monitoring, evaluation and reporting activities under the project focus area. The specific duties will include the following, among others:
• Undertake a community mapping exercise to determine gaps in programming and inform future programmers
• In conjunction with programme staff, develop a performance monitoring plan in line with work plan objectives the project
• Train programmes staff on use of the database and continually update it
• Develop tools and conduct longitudinal studies for the project’s key areas
• Conduct Routine Data Quality Assessments (RDQA) to establish attribution and causality
• In liaison with programme staff, document success stories for publication
• Establish and maintain a mechanism for tracking outcomes based on National Minimum Quality Standards for OVC
• Network with: MoHCC, MoWAGCD, Social Services and other line ministries, Community stakeholders and duty bearers within the project sites.
The ideal candidate should have
• A Social Science Degree
• Post Graduate qualification in Monitoring & Evaluation, statistics or related fields.
• Minimum of 3 years’ experience in OVC, SRHR, HIV programming in an NGO setting.
• Demonstrated experience and ability to produce high quality reports.
• Experience working with stakeholders that include government ministries, donor representatives and NGO.
• The ability to work under pressure with minimum supervision and meeting deadlines.
• A clean class 4 driver’s license
• Proficiency in Microsoft Office operations and packages.
2; Management Information Systems Officer
Reporting to the Monitoring Evaluation, Reporting and Learning Officer, the MIS Officer will be responsible for the following, among others:
• Ensuring collection of timeous data in all the areas of operation
• Ensuring that the data is entered in real time into the Database and work on regular database updating
• Managing the data system in the database for easy report generation,
• Support project Officers and project team on data quality issues
• Support documentation of project success stories for communication and reporting to stakeholders
• Support data entry by project staff to ensure compliance to all elements of data quality
The ideal candidate should have
• A Social Science Degree
• Post graduate qualification in Monitoring & Evaluation and/or IT, Communications related will be an advantage
• Minimum of 3 years’ experience in OVC, SRHR, HIV programming in an NGO environment
• Ability to produce high quality reports.
• Experience working with teams
• The ability to work under pressure with minimum supervision and meeting deadlines.
• A clean class 4 driver’s license
• Proficiency in Microsoft Office operations and packages.
3; Grants Officer
Reporting to the Finance and Administration Manager, the Grants Officer will be responsible for running the project funding, ensuring that all financial policies are complied with, and preparation of financial budgets and reports ensuring prudent use of the project resources.
Specifically working on the following, among other duties:
• Assist in formulating project budgets, monitoring and tracking expenditures in-line with the approved budget(s).
• Variance analysis, updating pipeline and communicating burn rate with management and respective officers.
• Sensitizing staff members on funding partner regulations and compliance.
• Plan and monitor the disbursement of funds to staff and stakeholders.
• Check supporting documents to ensure requests and expenditures are fully acquitted in compliance with the finance and procedures manual.
• Assist in payroll processing and ensure timeous submission of statutory deductions.
• Process bank reconciliations, assist in asset management and audit preparations.
• Assist in planning of administrative day to day duties and supervise subordinate staff.
• Perform any other duties as assigned.
The ideal candidate should:
• Possess a first degree in Accounting or Finance/.
• Pursuing professional studies (ACCA, ICAZ, CIMA, CPA) will be an added advantage.
• Have at least 3 years’ experience in a similar role in an NGO setup with experience in Financial Management.
• Experience in budgeting and donor financial reporting.
• Proficiency in computer skills, MS Office Skills and use of relevant accounting and payroll software packages.
• A team player with good communication, and conflict resolution skills. Possesses analytical skills and pays attention to detail and able to work under pressure with minimum supervision
4; Activity Manager
Reporting to the Executive Director, the Activity Manager will be responsible for overseeing all programming activities and working with partners to decide on targets. (S)He also works with the Executive Director in monitoring and implementation of plans.
Specifically the Manager, will be responsible for the following, among others:
• Coordinate programme planning, formulation, implementation and evaluation
• Conduct site visits to project areas for support and assessment
• Keep abreast of developments and identify new programme initiatives
• Identify networks or linkages for different programmes
• Supervise programme personnel for effective programme implementation
• Monitor programme compliance to the strategic plan
• Provide support services to staff
• Monitor and control budgets in relation to programme activities
• Monitor completion of monitoring tools by staff at set intervals
• Coordinate reporting in adherence to funding partner requirements
• Provide on-going mentoring to staff
• Orient staff on emerging development issues for mainstreaming
• Recommend appropriate staff development programmes for identified personnel needs
The ideal candidate should have;
• At least a Bachelors’ degree in Social Sciences like Social Work, Development Studies Sociology and related qualifications.
• Minimum of 3 years’ experience in OVC, SRHR, HIV programming in an NGO with knowledge and understanding of financial and budgetary planning and control, rules and regulation
• Demonstrated experience and ability to produce high quality reports.
• Experience working with stakeholders that include government ministries, donor representatives and NGO.
• The ability to work under pressure with minimum supervision and meeting deadlines.
• A clean class 4 driver’s license
• Proficiency in Microsoft Office operations and packages.
